New facility approved to serve adults in day program

A home health organization plans to build an administrative office in south Bibb County that will offer a day program for adults with developmental disabilities.

All Care Home Health LLC received approval of a conditional-use application Monday to build a 6,931-square-foot structure on about 3 acres to be subdivided from a 100-acre tract at 6790 Houston Road. The proposed 3 acres will front along Walden Road.

The matter received unanimous approval by the Macon-Bibb County Planning & Zoning Commission.

All Care’s office building would be located about 2 miles north of a facility All Care now operates in a shopping center at 5797 Houston Road.

Besides an administrative office, the building would provide space for All Care’s YOUniversity program. Participants in the program are typically dropped off at the facility in the morning and picked up in the afternoon, said Steven Rowland with Rowland Engineering, the civil engineer for the project. While at YOUniversity, “sometimes they will stay there and sometimes (they are transported) to other locations.”

All Care would have about 12 employees on site, and the hours of operations would be 8 a.m.-5 p.m. Monday-Thursday and 8 a.m.-noon on Friday.

The applicant says it would provide 43 total parking spaces, but the staff report said that was in excess of the 31 spaces it needs. Reducing the spaces would decrease storm-water runoff.

“All Care employs (more than 100) employees and ... those people do come to the office for training, ... but not all at the same time,” Rowland said. “There is a need for additional parking for these people to come and go, ... and that’s why we provided additional spaces.”

All Care bought more land than it needs right now in order to have room to expand “if the opportunity arises,” he said.
