Just one county remains among the 159 to be tabulated, but there are two clear winners for the District 5 seat on the Georgia Public Service Commission in the 2026 primary election.

Republicans were split on who their nominee should be for the District 3 seat to face Democrat Peter Hubbard in November. Former Public Service Commissioner, Fitz Johnson is narrowly winning against Brandon Martin, by around 2,000 votes. As of 11:55 p.m., Johnson has 380,156 votes and Martin has 378,235.

Josh Tolbert is the Republican primary winner for the District 5 PSC seat, winning over 47% of the votes with 358,300. He will face the Democratic District 5 primary winner, who also won handily, Shelia Edwards. She has received 531,466 votes, 55%.

This is Edwards’ second win in the PSC Democratic primary. She won in 2022, but later that year a U.S. Supreme Court ruling cancelled the general election.

Tolbert, an engineer said he stood out from the other two candidates.

“I think people are ready to see someone who knows what they are talking about — technical competency and understands energy policy,” he said. “Last year, Peter Hubbard did really well because he actually knew about energy.”

“Our message the entire time has been let’s put an energy expert on the commission,” he told the Ledger-Enquirer from his watch party in Smyrna.

Tuesday night, for District 2, Hubbard received 899,982 votes, despite no opponent, running as an incumbent. Hubbard won handily last November against Republican incumbent Fitz Johnson.

Johnson and Brandon Martin split the minds of Republicans across the Peach State in a tight race for the District 2 seat, with Martin narrowly leading Johnson by about 5,000 votes.

  • 50.13% Fitz Johnson 380,156 votes
  • 49.87% Brandon Martin 378,235 votes

On the District 5 Republican ballot, Josh Tolbert is leading his two opponents.

  • Josh Tolbert 47.15% 303,114
  • Bobby Mehan 31.06% 235,947 votes
  • Carolyn Tatum Roddy 21.77% 165,386 Votes

The District 5 Democratic results:

  • Shelia Edwards 55.70%, 531,466 votes
  • Angelia Pressley 25.92% 247,296 votes
  • Craig Cupid 18.38% 175,358 votes

“I feel really good about what I think is going to be the final outcome,” Edwards told the Ledger-Enquirer on Tuesday night. “We need to put the public service back into the Public Service Commission. The people of Georgia are sending the PSC a message: They want someone in their corner, standing up for them — not for big utilities. “
