Two charged with cruelty to a disabled person in Eatonton

A 40-year-old woman and her 25-year-old boyfriend were arrested and each charged with cruelty to a disabled person after a tip about the abuse led to an investigation by the Eatonton Police Department and the Georgia Bureau of Investigation, according to a news release from the GBI.

Felicia Clements, 40, and Galvin Evans, 25, were arrested Monday after officers investigated a tip about someone being abused at a residence in the 400 block of New Street in Eatonton, the release said.

An individual diagnosed with cerebral palsy was found covered in feces and soiled from urine, the release said. The victim had open sores, was malnourished and severely neglected. The victim was taken to Putnam General Hospital and is listed in stable condition.

Three children at the residence were taken into the custody of the Division of Family and Children Services, the release said. The investigation is active and ongoing.
