A Georgia man was arrested in Washington by the Internet Crimes Against Children Task Force for traveling out of state after allegedly planning to have sexual intercourse with a fictitious underage girl in November, according to federal court records.

Kade Garrett Randall, 28, faces two charges: one count of first degree child rape and one count of child pornography distribution in Whatcom County, according to complainant records from the U.S. District Court Western District of Washington obtained by The Telegraph.

Starting in September and carrying on into this month, Randall used a “means and facility of interstate and foreign commerce to attempt to knowingly persuade, induce, entice and coerce an individual who had not attained the age of 18 years to engage in sexual activity,” the 25-page document reads.

The investigation into Randall began after Homeland Security Investigations launched an inquiry into the trafficking of child pornography, using undercover operations in online chat rooms known to be frequented by individuals with a sexual interest in children.

In 2025, an undercover law enforcement officer with HSI pretended to be the father of a fictitious young girl under the age of 12 in one of the online chat rooms, where communication about child sexual abuse was shared and encouraged, according to the documents.

One messenger, later identified as Randall, reached out to the officer on multiple occasions and asked how young his daughter was. He described the secular acts he wanted to perform, as well as noted graphic details about having access to previous children.

Court documents show continued interest of the fictitious female minor from Randall through prolonged communication by emailing the officer multiple times with images and links to explicit material.

On Nov. 13, Randall and the officer communicated on Signal, a messaging app, and arranged to meet at a local coffee shop. Soon after, federal officers approached Randall and detained him. He was taken to an HSI field office.

During a recorded interview, Randall admitted flying from Georgia to Washington on Nov. 12. He also admitted to being the suspected online user and finding out about the online chat room through TikTok.

The court found, based on the complaint and a sworn affidavit, that there is probable cause to believe Randall committed the alleged offenses.

Randall was booked into the Whatcom County Sheriff’s Office on Nov. 13, according to the agency’s booking website. No bond was allowed, and Randall was transferred to a federal prison the next day.

“On November 13th, 2025, members of the Northwest Washington ICAC Task Force arrested Kade Randall for attempted sexual acts with a minor,” Whatcom Public Information Officer Deb Slater said in an email. “This is an active investigation and was referred for federal prosecution in the Western District of Washington.”

Slater referred all other questions to the U.S. Attorney’s Office for the Western District of Washington.

On an appearance bond signed on Nov. 19, special conditions required that Randall’s travel remain restricted to the Western District of Washington and the Middle District of Georgia for court purposes.

Despite the appearance bond, Randall remains detained, as the prosecutor appealed the order of his release, according to Emily Langlie, a spokesperson for the U.S. Attorney’s Office in Seattle.
