Incident report details arrest of off-duty Warner Robins police officer

Police in Savannah released Friday the incident report of an off-duty Warner Robins police officer who was arrested there Sunday after wrecking his car at the city's airport.

Officer James Dubry, 25, of Bonaire, was charged with driving under the influence and failing to maintain his lane. Both charges are misdemeanors. Dubry was placed on administrative leave by the Warner Robins Police Department and resigned Tuesday.

Among the details in the Savannah report, Dubry was carrying a cylinder in his front pocket. The report said white residue was found in the cylinder.

The brass-colored cylinder, which had a removable plug, has been sent to a lab for identification and narcotics testing, the report said. The cylinder was found when Dubry was being booked at the Chatham County jail.

Dubry, who is free on a $3,500 bond, could not be reached Friday. And citing the preliminary stages of the investigation, Jennifer Parson, the Warner Robins Police Department's public information officer, declined to comment.

The Telegraph obtained the incident and accident reports under the state's open records law from Savannah/Hilton Head International Airport police.

The incident report provided more details about Sunday's incident, including the arresting officer's assertion that Dubry was belligerent and made several comments about being a police officer in Warner Robins.

At the accident scene near an economy parking lot at the airport, the arresting officer noted that Dubry smelled of alcohol and appeared unsteady when he walked. His face was flushed, and his eyes were glossy, according to the report.

Dubry refused to submit to field sobriety testing as well as to a breathalyzer test to determine if he was under the influence of alcohol or drugs, the accident report said.

Airport Police Chief Earl Wilkins could not be reached for comment Friday. Lori Lynah, airport spokeswoman, said the GBI test results of the cylinder are pending.

According to the incident report, here's what led to Dubry's arrest:

Airport police responded to an economy parking lot in response to a suspicious person and vehicle at 1:43 a.m.

Dubry was standing next to his white Chevrolet Malibu. A surveillance camera captured the car coming into the parking lot entrance at a high rate of speed, leaving the roadway after striking a curb and continuing through grass until coming to rest at some bushes in front of a building. The engine was still running, and the car had visible damage to the front passenger wheel area, the report said.

Dubry, who told police he was a narcotics officer for Warner Robins police for the past five years, said he was locked out of his car, the report said.

He continued to state his profession as he was asked questions, while making comments that he did not know what was going on and that "he was not seen driving his car," the report said.

As he was handcuffed and arrested, Dubry started yelling and making offensive comments to officers on the scene, and he continued that behavior while being taken to jail, the report said.

His 9 mm pistol, cellphone and two sets of keys were found in the front seat of his car.

The state Peace Officer Standards and Training Council, which certifies officers in Georgia, automatically initiates an investigation when an officer is arrested, regardless of whether the charges are misdemeanors or felonies.

An earlier news release from Warner Robins police about Dubry's arrest stated, "The city of Warner Robins and the Warner Robins police do not condone such actions, will not tolerate such, and is not reflective of the professionals employed at the department."
