How The Terraces at Oscar Thomie came about

The $23.8 million project was developed by Woda Cooper Companies, Parallel Housing and the Warner Robins Housing Authority with public and private funding.

“The Authority is thrilled that we have partnered with Woda Cooper Companies and Parallel Housing to provide affordable housing on the dedicated site of Oscar Thomie,” Africa C. Porter, WRHA executive director, said in the release. “The Terraces at Oscar Thomie will meet the needs of our community by providing quality, affordable homes to our growing community.”

The Georgia Department of Community Affairs provided federal and state housing tax credits and facilitated the first mortgage for The Terraces at Oscar Thomie.

Synovus Bank invested in federal tax credits and Advantage Capital invested in the state credits to provide additional equity financing, according to the release.

Kate Hogan, director of community and economic development for the city of Warner Robins, said affordable housing is an important part of economic development.

“A strong community needs housing options for the teachers, healthcare workers, first responders, military families and workforce that help our city thrive every day,” Hogan said in a statement.

The apartment complex was built on the site of the former Oscar Thomie Homes, a public housing community that was built in 1953 and operated by the Warner Robins Housing Authority. The building was demolished in 2015.

Thomie was a civil rights activist who served as president of the Houston County NAACP from 1963 to 1978.

The Terraces at Oscar Thomie are near the Oscar Thomie tiny homes community for seniors and low-income military veterans. A WRHA project, the Oscar Thomie tiny homes opened in April 2021.

A grand opening was held at The Terraces at Oscar Thomie on Thursday.

Designed by PCI Design Group with civil engineering by Bryant Engineering, the apartments were constructed by Woda Construction and are being managed by Woda Cooper’s management division, according to the release.

The Terraces at Oscar Thomie is the 14th affordable housing project for Ohio-based Woda Cooper in Georgia.
