Permit sought for new building to serve adults in day program

A home health organization wants to build an administrative office off Houston and Walden roads in Macon, which will offer a day program for adults with developmental disabilities.

All Care Home Health LLC is seeking a conditional-use permit to build a 6,931-square-foot structure on about 3 acres to be subdivided from a 100-acre tract at 4790 Houston Road. The proposed 3 acres will front along Walden Road.

The matter is on Monday’s agenda for the Macon-Bibb County Planning & Zoning Commission meeting.

The application is a revision to a site plan presented when the entire tract was rezoned in 2006 and changed then from a single-family residential district to a planned development commercial district for a proposed retail center. That proposed plan never materialized.

All Care’s office building would be located about 2 miles north of a facility All Care now operates in a shopping center at 5797 Houston Road.

Besides an administrative office, the building would provide space for All Care’s YOUniversity program. Participants in the program are typically dropped off at the facility in the morning and picked up in the afternoon, according to the commission’s staff report. While at YOUniversity, individuals participate in outings in the community as well as work to achieve goals they help set for themselves.

All Care would have about 12 employees on site and the hours of operations would be 8 a.m.-5 p.m. Monday-Thursday and 8 a.m.-noon on Friday.

The applicant says it would provide 43 total parking spaces, but this is in excess of the 31 spaces the staff suggests that’s needed.

“The parking area can be reduced by at least half, which will decrease the impact of the impervious surface by reducing storm water runoff,” the report said.

The larger tract is surrounded by single-family residential and agricultural districts.

“Staff does not anticipate any adverse effect to the comprehensive land development plan from the proposed use,” the report said.

The meeting begins at 1:30 p.m. in the 10th floor conference room, Willie C. Hill Government Center Annex, 682 Cherry St.
