A Monroe County commissioner will pay nearly $5,500 in fines and late fees after he failed to file multiple campaign contribution and personal financial disclosure reports as required by law.
Commissioner Larry Evans agreed to pay a $3,900 fine plus $1,575 in late fees as well as file all missing documents, according to a consent order finalized Wednesday. The Telegraph received a copy of the order Thursday through an Open Records Act request.
The complaint was brought in February 2013 by Monroe County resident Dale Miller, who said he followed up every three or four weeks with the Georgia Government Transparency and Campaign Finance Commission since then. Miller said he didn’t have a problem with Evans himself, but has a problem with people who don’t uphold their oaths of office.
“It’s any politician who says one thing and does something else,” Miller said.

Evans did not return a phone call seeking comment.
Miller said Evans was notified about the complaint early last year. Despite that, the consent order shows, Evans not only failed to make the earlier financial disclosures but failed to make new ones as they came due.
Under the consent order, Evans has until mid-January to file personal financial disclosure statements and campaign contribution disclosure reports that were due in 2010, 2011, 2012 and 2013, the consent order says.
Evans also “agrees not to commit any further violations,” according to the order.
The order said Evans already paid $1,575, the amount equivalent to his late fees. But he still owes $3,900 in civil penalties for violations of the Georgia Government Transparency and Campaign Finance Act. Those payments are due in $650 increments beginning in March 1, and continuing every few months through June 2016.
The financial costs are a fraction of the potential levies, which a report said could have totaled $248,575.
The consent order said Evans has been the Post 1 commissioner in Monroe County since 1987, but he didn’t file a declaration of intention to accept campaign contributions until December 2010. Evans was last elected in 2012.
