An application to allow a church on Second Street in Macon’s downtown commercial district is on Monday’s agenda for the Macon-Bibb County Planning & Zoning Commission meeting.
The applicant, Michael Rizkalla, has applied for a conditional-use permit for 442-446 Second St. to allow a place of worship in an existing building.
Plans are to operate Archangel Michael Coptic Orthodox Church on the second floor of the property. Services would be held monthly on the first Saturday of each month for 25-40 members, according to the commission staff report.
However, the 2035 Future Land Use Map recommends central business district use for this property.
“It should be noted that a church at this location could affect nearby properties as it relates to the sale of alcohol,” the staff report states. “Applicable liquor licensing requirements impose a minimum distance of 300 feet between businesses that sell alcohol and churches.”
The subject property is next door to Roasted Café, which has live music and sells beer and wine. The proposed church would affect future users that might want to sell alcohol, the report states. Also, a liquor store has been approved at 458 Second St. -- 85 feet away -- but has not opened. Also, a zoning permit has been issued for a restaurant serving alcohol at 496 Second St., 228 feet away from the proposed church.
In 2009, the commission denied an application for a church on Poplar Street because it decided that a church in the downtown central business district would impact future land uses that serve alcohol, the report states.
The meeting begins at 1:30 p.m. in the 10th floor conference room, Willie C. Hill City Hall Annex, 682 Cherry St.
