PERRY -- City Council plans to lift several limitations from a temporary ordinance that requires public service organizations to obtain a permit to raise funds in front of a business, Mayor Jimmy Faircloth said Wednesday.
After criticism of the council’s decision to pass the provision, which could affect some organizations’ regular fundraising efforts, Faircloth said, he and council decided to tweak it before approving the official ordinance.
“If it hadn’t been for a time constraint, we’d have had (the ordinance) in a couple of work sessions. … These things would have come out,” he said.
About two weeks ago, council passed a temporary ordinance requiring public service organizations to acquire permits to raise funds in front of businesses.
Some residents and organizations balked at the stipulations that each group could only receive two one-day permits per year, and those permits had to be 30 days apart. Both those limitations will be removed, Faircloth said.
In addition, if passed, organizations will need to obtain permits only if they want to fundraise in front of downtown businesses.
Faircloth said the temporary provision was not meant to be permanent, only to immediately accommodate an organization that wanted to put on a bake sale. He said the official ordinance probably will be voted on in early May.
Since limiting nonprofit organizations from raising funds was not the intended purpose, Faircloth said, the council revisited the regulations at Monday’s work session.
Debbie Caballero, a spokeswoman for Girl Scouts of Historic Georgia, said earlier this month that a governmental process would be a learning tool for Perry Girl Scout troops, but only if the restrictions wouldn’t prohibit them from funding their activities.
